إن تطوير التعليم العالى وإحداث نقلة نوعية فى برامج الدراسات العليا ضرورة ملحة تتمثل فى تهيئة الجامعة لتطبيق نظام ضمان الجودة والاعتماد، وذلك لما يمر به المجتمع من تغيرات اقتصادية، واجتماعية، وثقافية كنتيجة طبيعية للتغيرات العالمية المختلفة، والتى لها مردودها على كافة أنظمة المجتمع وفى مقدمتها الأنظمة التعليمية بمراحلها المختلفة وخاصة التعليم العالى وبرامجه، وهذه التغيرات دفعت معظم دول العالم للبحث عن نظام يساعدها على التطوير ومواجهة التغير لتحقيق الجودة والنوعية بأنظمتها المختلفة، وأنشئت المنظمات العالمية التى أعطت قدر كبير من الأهمية، واهتمت بوضع معايير للجودة، وأهم هذه المنظمات منظمة المواصفات العالمية للجودة"ISO"، وكذلك المنظمة الأوربية الدولية"EFQM"، وأيضًا المنظمة العربية لضمان الجودة والاعتماد وغيرها كثير من المنظمات، وعلى ذلك يهدف البحث الحالى إلى استنياط المواصفات المعيارية اللازمة لتحقيق جودة الدراسات العليا، والتى من خلال توافرها تصبح برامج الدراسات العليا لديها القدرة على إعداد خريج لديه المهارات والكفاءات التى تلبى احتياجات ومتطلبات المجتمع من ناحية، واحتياجاته العملية والحياتية الخاصة به.

Abstract:
