استهدف البحث الحالي التعرف على المقصود بالهدر التربوى وأهم صوره فى الجامعات المصرية، ما هية ترشيد الإنفاق وأهميته وأساليبه، والتوصل إلى إجراءات مقترحة لترشيد الإنفاق بالجامعات المصرية.واستخدم البحث الحالى المنهج الوصفى لدراسة المشكلة وتوصل فى نتائجه إلى مجموعة من الإجراءات المقترحة لترشيد الإنفاق بالجامعات المصرية ومنها تحسين شروط العمل الإداري في الجامعة والدفع بقيادات جامعية تحقق زيادة كفاءة وإنتاجية التعليم الجامعي، و تخفيض تكاليف الأبنية الجامعية مع تحسين شروطها عن طريق حسن اختيار المكان وتوافر الشروط الهندسية والتربوية الملائمة والاستفادة من الكوادر البشرية بالجامعات،و الاهتمام بكل العوامل التي من شأنها رفع جودة التعليم الجامعي، وترشيد أعداد الإداريين بالجامعات المصرية والحد من التكدس في الجهاز الإداري.
