Abstract:

The small projects are considered as the basic infrastructure to the Yemeni economy and have important rank in the economic and social development. although all this importance, small projects suffer a lot of problems and barriers that prevent achieving the economic and productive efficiency to these productive projects funded by the small funding programs under the supervision of the capital city Sana'a and this affects her role and her contribution to achieve the economic and social development in general and in developing the small projects in particular. So, the impact of loans in achieving the economic and productive development to the labor productivity projects should be studied and what are the most affecting factors in the value of the gross income to the agricultural production projects funded by the small funding programs under the supervision of Sana'a. This study basically aims to recognize the reality and the nature of the funding and lending activity in the institutions and programs funding the small productive projects under the supervision of the capital Sana'a. The most important results were as following: 1- The most important factors that affect the value of the cash income of the small agricultural productive projects (for example) are represented in both actors (x3) Riyal loan value and (x6) electricity and water value and (x7) Riyal tax value and (x8) Riyal transportation value. As the increasing of both Riyal loan value (x3) and electricity and water value (x6) and Riyal transportation value (x8) 1% the total cash income of the small agricultural projects increase nearly 0,33 & 0,56& 0,08 Riyal for each of the previous in order. whereas the tax factor has negative effect on the value of agricultural projects income, as the increasing of the tax value 1% leads to the decreasing of the value of the agricultural projects nearly -0, 07 Riyal, and may be that is due to the tax effect of the small projects input, therefore this affect negatively on the amount of gross income to these small projects. 2- The total aimed loans to the small agricultural productive projects amounted to about 303182 Riyal represents the percentage 104% of the average of the total investment costs in the agricultural projects amounting to approximately 368200 Riyal represents the percentage 110% of the average of the total investment costs in the small industrial projects amounting to approximately 334220 Riyal. Whereas the volume of loans reached in productivity craft projects 262679 Riyal represents the percentage 105% for the average of the total costs in the craft projects amounting to approximately 249412 Riyal. 3- The value of total income of the agricultural projects during the season 2014 / 2015 reached nearly 604242, 42 Riyal, and the costs were estimated about 291193Riyal to the same season achieving net return reached about 313049 Riyal and the average income of the productive season estimated about 31305 Riyal, and the return on the invested Riyal in the small agricultural projects estimated about 1, 07 and that means that spending one ECU in the agricultural projects achieve about 1, 07 ECU. Technical inspection, testing, monitoring , sampling, and the issuance of conformity to the approved specifications and certificates of calibration of measuring instruments certificates. The authorization to grant quality of industrial products marked signs and certificates of quality and products conforming to the standard specifications. Providing technical advice and training services in the fields of standards and quality measurement and calibration, testing and information to all interested parties. To represent Egypt in the activities of international and regional organizations working in the fields of standards, quality, testing and calibration. The Commission shall implement the requirements and the requirements of the Technical Barriers to Trade Agreement of the World Trade Organization, where the body is the Egyptian query for the supply of information and documents point in the field of standards and conformity assessment. The board of directors headed by First Undersecretary of the Ministry's head of the runs, and includes council members representing various stakeholders for Standardization and quality of production, testing and calibration in Egypt in addition to a number of academics, scientists, experts and legal experts and media men.
