This study aimed at developing skills of oral expression for pupils of middle stage by using a program based on negotiation approach, to achieve this aim, skills of oral expression have been defined in its suitable for pupils of middle stage and the most important of these sides have been selected. Then we made a test and observation of oral expression evaluation. After that we applied these materials to one group with pre and pot measurement of oral expression test. This study had a set of results: there were differences with statistical significance at the level of 0.01 among the average performance of pupils in the pre application and the post application of oral expression lest at the level of the total mark (result) and in every skill of skills of oral expression for the post application. This means that there is an increase in the performance of pupils in skills of oral expression as a result of studying the program based on the negotiation approach. This refers to the effectiveness of the proposed program in developing skills of oral expression for first year middle stage in Madina El Monawarah at the level of the total mark in all skills of oral expression.
