Abstract:

The main objective of this research is to reach to a global and suitable framework - through a group of axes - for developing the flowing and the use of Foreign Direct Investment (FDI) in Egypt under the local, regional and international developments. The research includes three main parts, which are briefly the following: The first Part: The basic aspects of the foreign direct investment. This Part discusses the basic aspects of (FDI), through two levels: In the world Economy and in the Egyptian Economy. The second part: The local, regional and international developments. This part is concerned with setting out the following : 1- The Economic Reform Policies in Egypt and the law No. 8 of 1997. 1. Globalization. 2. Trade Related Investment Measures (TRIMS). 3. The Economic Reform Policies in Eastern European Countries and the Soviet Union previously. 4. The idea of the Middle East Market. 5. Economic reform programs in Arab Countries. 6. Regional Economic Blocks. FINALLY: The Third part deals with the Six Axes necessary for Developing (FDI) in Egypt. These axes are briefly the following: 1. The first Axis: Accelerating and maximizing the positive results of the Egyptian Economic Reform Program. 2. The Second Axis: Rationalization the investment incentives system. 3. The Third Axis: Reduction of Bureaucratic Discretion and the unnecessary Red Tape. 4. The Fourth Axis: Realizing economic stability, political stability and improving business climate. The Fifth Axis: Establishing a real Arab economic integration for many intra-Arab investments. 5. The Sixth Axis: Designing a program for marketing the demanded investment projects.
