Abstract:

The main objective of this research is to reach to a global and suitable framework of policies — through group of axes — for alleviating regional disparities in human development (RD HD) in Egypt. So the research includes four main parts, which are briefly the following: The first part: the genera/ and basic aspects of human development (H D) in Egypt. This part discusses the concept and the measurement of (HD), the relative situation of (HD) in Egypt in the international level, the present situation of (HD) IN Egypt specially in two sectors, education and health. The second part: present situation of Regional disparities in (HD). This part is concerned with setting out the following: -The important indicators in education and health, which are briefly the following: Adult literacy rate, Combined basic and Secondary enrollment, primary / pupil teacher rates, primary class density, life expectancy at birth, infant mortality rate, under five mortality rate, physicians per 10000 people ministry of health and Households with access to piped water and Sanitation 1. Applied BORDA rule for ranking governorate in the education and health indicators The research has proven that the regional disparities are very deeply in Egypt. The third part: causes of(RDHD) in Egypt. This part has concerned with the miss allocation of education and health investments between governorates in (92/93-96/1997) plan. In addition the research uses- in this part — Spearman 's Coefficient of Rank Correlation. Finally: The fourth part deals with the fifth axes necessary for alleviating (RDHD) in Egypt. These axes are briefly the following: The first axis: Increasing studies and research in (HD). The second axis: Realizing faire allocation of education and health investment between governorates The third axis: Giving many important to regional planning The fourth axis: Giving grate role to local Administration and Importance of decentralization for human development enhancement The fifth axis: Giving grate role to Non-Governmental Organizations (NGOs) For reducing (RDHD).
