The main objective of this research is to reach a global and suitable framework of policies-through group of axes-to improve the relative position for Qalubiya governorate among the governorates of Egypt in the fields of human development specially in education and health. besides getting rid of the disparities problem in the shares of rural and urban areas of this governorate in the fields indicated above.
The research includes four main parts, represented briefly in the following:
The first part: a quick overview of the human development concept and its various, different and developing indicators.
The second part: the relative share of Qalubiya governorate and its rank among the governorates of Egypt in the fields of education and health. This part discusses the main features of Qalubiya governorate. and the improvement of human development index in the governorate and also its rank among the governorates, moreover the increase of some indicators for health and education of the governorate in the period from1994 to 2005.
The third part: the disparities of the rural and urban areas of the governorate in the shares of health and education indicators.
This part discusses the human development index in the rural and urban areas and the fact of disparities in these areas is one of the most important indicators for education and health, besides applying the
BORDA rule to arrange the Rural and Urban of the governorate according to the indicators.
Finally the fourth part deals with five axes necessary for achieving the main aim of the research. These axes are briefly represented in the following:
The first axis: achieving the relative balance in distributing the investments in both rural and urban areas inside every governorate.
The second axis: considering work to make more researches and studies around human development in the rural and urban areas inside each governorate.
The third axis: achieving comprehensive co-ordination between the plans of the governorates and the plans of central ministers.
The fourth axis: reconstructing the priorities of the budget to increase the efficiency of social expenditure,
The fifth axis: supporting and activating the national program for integrated rural development (SHROUK) and emphasizing the role of population participation.
