Abstract:

The main objective of this research is to reach a global and suitable framework of policies-through group of axes- to support and make use of the foreign direct investments in the countries of the Gulf cooperation council and to enhance its positive points and decrease its negative points. The research includes three main parts, represented briefly in the following The first part: the main and general features in the gulf economics. This part discusses the development of gross domestic product values, also the general budget and the foreign trade for the council countries in the period from 1996 to 2006. The second part: the present situation of foreign direct investment in the Gulf economics. This part discusses the quantitative development, the development of the complex indicator values for the investment climate in the countries of the council, besides dealing with the investment systems and laws in these countries, in addition to the position of these countries in some of the international indicators. Finally the third part deals with six axes necessary for achieving the main aim of the research. These axes are briefly represented in the following: The first axis: affording all the conditions required for merging in the international economy in the light of globalization. The second axis: completing and accelerating privatization programs in the countries of the Gulf cooperation council. The third axis: the regular and periodical review of foreign direct investment laws and systems in the countries of the council. The fourth axis: setting a preferring treatment system for the direct foreign investment in the countries of the council The fifth axis: activating more marketing various efforts with continuous evaluation for its results. The sixth axis: exerting more efforts in the direction of accelerating and gradual activation for the forms of economic integration concerning the Arab countries.
