Abstract:

The main objective of this research is to reach a global and suitable framework of policies-through group of axes-for supporting the informative society and its different applications in Egypt and the Gulf cooperation council countries to be able to eliminate the knowledge gap between them and the developed countries on one side and among themselves on the other side. The research includes three main parts, represented briefly in the following: The first part: the main features and concepts. This part discusses the concepts of information and communications technology, knowledge society and informative society, the knowledge based economy and the digital gap, besides presenting the main indicators in the informative economy and also the main applications in this economy. The second part: The present situation of the most important indicators for the informative society in Egypt and the Gulf cooperation council countries. Finally the third part deals with four main axes necessary for achieving the main aim of the research. These axes are briefly represented in the following: The first axis: supporting the digital infrastructure sectors. The second axis: affording a suitable legal environment to raise the information and communications technology sector. The third axis: building the abilities and concerning in the education, training, and research in the information and communications technology The fourth axis: encouraging the flow of foreign direct investments and the intra-Arab investments for establishing information and communications technology industries,
