The study aimed at building a program for developing the higher order thinking skills in Arabic grammar among the Arabic language section students at the faculties of education. To achieve this objective, a list of these skills were developed which included seven main skills and twenty two sub-skills . A 66-item test for measuring the higher order thinking skills in Arabic grammar was developed and standardized. The program consisted of four instructional units. Each unit includes three topics. Three models, based in the constructivist theory, were followed and adopted in this study: Yager model, Roger Bybee model, and Eisenkraft model. The program was conducted on only one group of fourth year students (male and female) at the Arabic language section, Faculty of Education, Benha University (n=80). The study results revealed that the suggested program was effective in developing the higher order thinking skills in Arabic grammar among the Arabic language section students at the faculties of education. It recommended that a course for developing the higher order thinking skills in the Arabic language in general and the Arabic grammar in particular among teachers should be included in the in-service training programs. Cooperation between grammar university instructors and Arabic language education ones is needed for developing the higher order thinking skills in Arabic grammar among the Arabic language section students at the faculties of education.
